Each and every year, residents, homeowners and business owners in Long Beach throw away approximately 368,000 tons of residential, commercial, and industrial waste. That amounts to 1,494 pounds for each man, woman, and child in our city. Where exactly does that trash end up, and what are some of the best ways to deal with our growing waste footprint?

Problems with Waste Removal in the Long Beach Area

Throughout the state of California, the vast majority of our junk is either recycled or sent to local landfills. According to CalRecycle, “in 2019, 42.2 million tons of material from California were disposed in out-of-state and in-state landfills. To calculate California’s recycling rate we add an additional 6.3 million tons of “disposal-related” materials, such as alternative daily cover, for a total of 48.6 million tons disposed. California has a population of 39.7 million residents and a per resident disposal rate of 6.7 pounds/resident/day, which is calculated using AB 341’s measurement system and a recycling rate of 37 percent.”

While a 37 percent recycling rate isn’t bad, the city of Long Beach does significantly better. The City reported a waste diversion rate of 69 percent in 2006. Though that percentage has most likely declined in recent years due to the closing of the Chinese recycling market and the virtually inexistent recycling market in the United States, Long Beach is still significantly ahead of most parts of the country in recycling.

However, unlike the vast majority of cities and municipalities who send their trash to landfills, Long Beach for the past three decades has used a less common method for dealing with the trash that they do not recycle. Dating back to 1988, Long Beach has burned much of their waste through incineration plants. The Southeast Resource Recovery Facility (SERRF) is the “waste-to-energy” plant that burns the vast majority of non-recycled trash that is produced by individuals, homeowners, and business owners across the city. According to one recent news article, the incineration facility, which is located in the Port of Long Beach, processes about 1,300 tons of trash each day. The incineration process actually produces energy power that is subsequently sold to electric companies.

Though some people consider waste incineration as a type of renewable energy, it comes with several negative consequences including an increase in air pollution and public health crises. One recent study finds that “waste incineration poses a significant threat to public health and the environment. The major impact on health is the higher incidence of cancer and respiratory symptoms; other potential effects are congenital abnormalities, hormonal defects, and increase in sex ratio.”

The waste incinerator in Long Beach is actually only one of two such plants in the state of California. Despite keeping trash out of landfills, the air pollution problems have been shown to adversely affect disadvantaged communities, and recently the City has taken up the challenge to develop a Zero Waste future initiative. The City of Long Beach says “as our City’s population grows and landfill space fills up and we recognize the effects that trash, toxic materials, and litter have on our environment and quality of life, it becomes more and more important for our City to effectively manage our own waste by reusing, recycling, and disposing in the most environmentally friendly way possible.”
