What is E-waste?
In California, E-waste refers to any unwanted electronic device or CRT (cathode ray tube) which is classified as “universal waste.” It frequently contains hazardous materials like lead and mercury, and is produced by businesses, households, industries, and governments. As LCD and LED technology for TVs and monitors has for the most part replaced CRTs, the state has enacted AB 1419 for CRT panel glass recycling, an initiative that allows scrap panel glass to be reused in many new products.

Thanks in large part to SB 20, or the Electronic Waste Recycling Act, California remains the only state that has successfully reined in the illegal disposal of toxic electronics such as TVs, laptops, and computer monitors. Today, half of the e waste that once found its way to landfills or was illegally shipped overseas will be recycled or reused.
There are a number of reporting requirements e waste recycling providers must meet and they must manage e waste in compliance with the Department of Toxic Substances Control’s waste regulations. They are also required to comply with recordkeeping and treatment standards as dictated by state law.
As the electronic waste stream becomes more complex e waste disposal has gotten more complicated, too. The Future of Electronic Waste Management in California project was adopted in 2018 and recommends ways to get the most out of the state’s e waste recycling program.
