In the United States, the city of San Francisco was one of the first cities to commit to become a Zero Waste City. Back in 2002, the city joined forces with the Environmental Protection Agency (EPA) and set a goal of 75 percent waste diversion by 2010 and Zero Waste by 2020. To achieve this, the city passed a Mandatory Recycling and Composting Ordinance in 2009, requiring all of San Francisco to separate recyclable materials, compostable materials and landfilled trash. In 2012, the city of San Francisco diverted nearly 80 percent of its waste, the highest rate of any major U.S. city The pioneering efforts of the city of San Francisco have had ripple effects across the state. Just south of San Francisco, the city of San Carlos has also been implementing a number of programs and aimed at potentially reaching Zero Waste in the near future. For example, the San Carlos Recycling Ordinance is designed to assist the City in diverting the equivalent of “50 percent of waste from landfill garbage disposal on a per capita basis.”
