However, to achieve that impressive 80 percent figure, the city includes large quantities of very heavy construction materials such as excavated fill and rubble, which are subsequently reused as infill and road base. Furthermore, the city´s Department of Environment also counts the “recycling” of bio-solids which are applied to agricultural land as part of their diversion total.

Construction and debris (C&D) and bio-solid waste certainly accounts for a major amount of waste that unfortunately continues to accumulate in landfills across the country. C&D debris is actually more than double the amount of municipal solid waste (MSW) on a national level.
