The news has been dominated with the chemical spill in neighboring West Virginia. The result of that toxic accident left local residents without water for several days. Even after the cleanup, it appears there are still lingering doubts as to whether the water is truly safe to drink. This incident heightens the fact of how dependent we are on our local municipalities to provide services to us. What can you do when those services break down?
